The one-line version: a smart meter is hardware; a smart tariff is a contract. ESB Networks installs the first without asking; only you can sign the second. Until you do, the meter simply runs in your old configuration — 24-hour, or NightSaver day/night — at your existing rates.

What does a smart meter actually do?
Strip away the branding and a smart meter does three things an old meter cannot. It reads itself: usage is sent over a mobile-type communications network to ESB Networks, so nobody calls to the door and — when the comms work — nobody estimates your bill again. It can record when you use electricity, down to half-hour slices, not just how much. And it can measure exports, which is how homes with solar panels get paid for what they send to the grid.
Notice what is missing from that list: prices. The meter measures; the tariff prices. A smart meter installed yesterday bills you at exactly the rates you were on the day before, because measurement and pricing are two different systems run by two different organisations — ESB Networks owns and reads the meter, your supplier sets the rates. Everything else on this page follows from that split.
Why is a smart meter not a smart tariff?
Because one is installed and the other is signed. ESB Networks has been exchanging meters street by street since late 2019 regardless of who supplies you or what plan you are on. The exchange changes the hardware and nothing else: your contract, your unit rates, your standing charge and your bill layout all carry on. A home that had NightSaver keeps its 23:00–08:00 night window — the smart meter is simply configured to behave like the old day/night meter.
A smart tariff — time-of-use, EV or dynamic — is a contract you actively take out with a supplier, and it is the contract, not the meter, that changes what a unit costs at 6pm versus 3am. Suppliers blur this line constantly, because “you have a smart meter now — would you like a smart plan?” is their best upsell of the decade. Treat the two decisions separately. What happens when ESB Networks swaps my meter?
If your letter has just arrived — or the installer has just left — this is the whole sequence, as ESB Networks runs it:

How far along is the smart meter rollout?
Effectively done, for most of the country. ESB Networks passed two million smart meters installed across homes, farms and businesses in every county — a milestone it announced in September 2025 — which puts a smart meter in more than four out of five households. The National Smart Metering Programme has been running since late 2019 and the rollout is continuing into the remainder: harder-to-reach meters, homes that deferred, and new connections.
Practically, that means the interesting question in 2026 is no longer “when do I get one?” but “what should I do with the one I have?” — and for the minority still waiting, nothing is lost in the meantime except remote reads. You can still switch supplier on any meter, and every 24-hour and NightSaver tariff remains available to you.
What do MCC01, MCC02, MCC12 and MCC16 mean?
Every electricity connection carries a Meter Configuration Code — ESB Networks’ record, held against your MPRN, of how your usage is carved up for billing. It is the single most useful piece of jargon in Irish energy, because suppliers can only sell you tariffs that match your code. Four codes cover nearly every household:

Two takeaways from the table. First, a smart meter can hold any of the four codes — smart hardware in MCC01 or MCC02 is completely normal, and it is where the swap leaves you. Second, the codes are not equal citizens: the top two are reversible states you can shop between, while the bottom two are destinations. Why is the move to MCC12 or MCC16 one-way?
The door that closes behind you: the first time you sign a smart time-of-use, EV or dynamic plan, your configuration is changed to MCC16 or MCC12 — and ESB Networks treats that change as permanent. You cannot later ask to be put back on MCC02 NightSaver or a plain 24-hour MCC01. You can still switch supplier freely and move between smart tariffs, but every future plan at that address will be a smart-configuration plan.
This bites hardest for NightSaver homes: MCC02 — two prices, cheap nights, no evening peak — is a shape no smart card replicates, and once you leave it you cannot compare your way back. Weigh that trade on NightSaver vs smart before signing anything.
None of this is an argument against smart tariffs — for an EV household charging at 02:00, MCC12 is the whole point, and our EV tariff ranking shows windows as low as 8.59c a unit that no legacy meter can touch. It is an argument for deciding once, deliberately, with your own usage data in hand — not on a doorstep, and not because the app suggested it.
What is a CTF score, and why does dynamic pricing need a 4?
Here is the part almost nobody explains before you try to sign an EV or dynamic plan and get refused. A smart meter is only as smart as its signal, so ESB Networks scores every installed meter on how reliably it communicates: the CTF — Communications Technically Feasible — score, from 1 to 4, re-evaluated daily against the meter’s connection record over the previous 30 days.
- CTF 1–2: the meter cannot reliably phone home. You have smart hardware but, in practice, a conventional meter — keep submitting readings.
- CTF 3–4: comms are solid enough for interval (half-hourly) billing — the gateway to smart time-of-use and EV plans.
- CTF 4: the meter communicates every half hour, and this is the level dynamic wholesale-linked tariffs require — the products larger suppliers have had to offer as standard since June 2026.
How to find yours: the score is not on your bill. Ask your supplier — they check it against your MPRN when you apply for a smart plan anyway — or contact ESB Networks directly. The quick proxy is your ESB Networks online account: register free with your MPRN, and if half-hourly usage data is flowing in, your comms are working. A low score usually reflects local signal conditions, not a fault, and because it is recalculated daily it can improve as the network is tuned.
Do I still submit meter readings, or does it read itself?
For most swapped homes, remote reads simply start happening: actual readings land with your supplier on schedule, and the word “estimated” quietly disappears from your bills. That is the rollout’s biggest everyday win — an estimated bill after a low-usage summer or a high-usage winter is where most billing rows begin.
Keep two habits anyway. If your meter’s comms are poor — CTF 1 or 2 — the remote reads are not arriving, so carry on submitting a reading as you always did; reading the meter takes a minute, smart display included. And on the day you switch supplier, photograph the meter regardless: the remote closing read is usually right, but the photo is your evidence in a way an estimate never is.
What is the 17:00–19:00 trap on smart tariffs?
Most standard smart time-of-use cards carve a premium peak band from 17:00 to 19:00 into every weekday — precisely the two hours an ordinary household cooks dinner with the oven, hob, kettle and washing machine going at once. The marketing leads with the cheap night rate; the peak rate is the number that decides whether the plan saves or costs you. Here is what a dinner-time unit costs on the smart cards we verified on 28 August 2026 — discounted year-1 cards in green, the standard cards those discounts lapse onto in rust:
Peak rates on the standard cards ran 45c to 57c per unit — well above any NightSaver or 24-hour day rate — and remember that year-1 discounts expire onto exactly those cards. An evening-heavy family can lose more in the 17:00–19:00 band than they gain from every cheap window combined; on our worked example, the peak band alone moved a family bill by €130–€230 a year. Not every smart plan has a peak — Bord Gáis’s Smart All Day is one flat smart rate — and some homes genuinely can shift load. The point is narrower: find the peak rate before you sign, and price your own dinner hour at it.
What should I check before signing a smart tariff?
Five minutes, in order — each step catches a different way the shiny plan goes wrong:
- Find your MCC on the bill. MCC02? Read the NightSaver explainer and the vs page first — you hold a configuration you cannot get back.
- Pull your real usage. Register for the ESB Networks online account and look at where your kilowatt-hours actually sit. A month of half-hourly data beats any assumption.
- Price your 17:00–19:00 load at the plan’s peak rate, not its night rate. If dinner cannot move, a 45–57c peak is a rate rise dressed as innovation.
- Check the CTF requirement. EV-window and dynamic plans need half-hourly comms — dynamic needs a 4. Ask before you apply, not after.
