The short version: test on Ethernet, compare to the typical and minimum in your contract, and check whether you even bought full fibre. Part Fibre (FTTC) around 100 Mb is often the line doing its job. Peak-time cable, 5G and Starlink miss “up to” by design. Wi-Fi misses it by physics — slow broadband and Wi-Fi dead zones.
Advertised vs typical vs guaranteed
For fixed broadband, EU open-internet rules (the ones Irish retailers have to follow) expect the contract and pre-contract information to spell out, for download and upload:
- Maximum speed — usually the advertised figure, the ceiling on a working line.
- Normally available (typical) speed — what you should get most of the time, not once at 3am.
- Minimum speed — the floor. Persistently under this is the complaint that has teeth.
People say “guaranteed” for that minimum. Read the actual wording. Some plans still hide the trio in a one-pager or a “speeds explained” PDF rather than the homepage tile. If it is not in what you were given before you signed, ask them to email the three numbers for your product at this Eircode.
Mobile / 5G home and satellite are different: estimated maxima, cell load, weather. There is no glass profile that an engineer can “turn up to 500”. Judge those against honesty (“is this a usable evening service?”) more than against a fibre-style floor.

“Up to” is not a promise
Irish ads still lead with the big number. “Up to 1 Gb” means the product’s maximum, not your mean. Protocol overhead, the laptop’s network card, the time of day and the access technology all sit underneath it. A fair retailer will still show typical and minimum in the small print you are supposed to read before you click.
ComReg’s interest is that the advertised speed is not a fiction and that the contract speeds are stated. It is not a warranty that every device in a 1970s semi will pull a gigabit over the air. If the wired test is in the typical band, the ad did its job and the house needs coverage, not a tribunal.
Fibre vs Part Fibre — the labelling trap
On ComReg’s Broadband Checker:
- Fibre — FTTP / FTTH. Glass to the premises. 500 Mb and 1 Gb are real products.
- Part Fibre — FTTC (EVDSL/CVDSL). Copper from the cabinet. Typically around 100 Mb down.
- Cable — Virgin HFC. Strong advertised download, much weaker upload, shared segment.
- Copper — old ADSL. Not the fibre ad.

If the wired number matches the row, you have the product you bought. Shop a different technology if that is not enough — best broadband in Ireland — not a different logo on the same copper.
How to evidence a complaint
Retailers close tickets that say “it’s grand on the app, must be you.” Give them a log they cannot shrug off.
- Product first. Screenshot the order: technology, advertised down/up, typical and minimum if shown. Checker status (Fibre vs Part Fibre) beside it.
- Wired only. Laptop Ethernet into the router. VPN off. Other heavy devices idle. Gigabit port if you are on 500 Mb+.
- Times of day. At least morning, afternoon and after 8pm, over several days — not one Sunday.
- Same extras every time. Date, time, wired vs Wi-Fi (should be wired), server, download, upload, ping. Provider tool plus an independent test if you can.
- Rule out the obvious. Reboot once, try a second cable, try a second device. Note that you did.
- Then the ticket. Ask them to confirm line profile, optical levels (FTTH) or SNR/attenuation (FTTC), and which contract speed they say you should see at those hours.
Keep the emails. If they “fix” it by posting a new router, retest wired before you agree the fault is closed. A new hub can help Wi-Fi and do nothing for a congested cable node.
Do not mix tests. A wired 470 Mb at 10:12 and a phone 55 Mb at 21:40 in the box room is two stories. The first is the line; the second is radio. Only the first belongs in an advertised-speed complaint. Split them the way we do on slow broadband.
